Europe Migration Deal Raises Concerns Over Rights Protections
The Chisinau Declaration, adopted in May by foreign ministers in the Moldovan capital, has been defended by supporters as a clarification of how Europe’s human rights framework should be applied in migration cases, while reaffirming states’ authority over border control.
Critics, however, argue the agreement could lead to a more restrictive interpretation of protections under the European human rights system and potentially create uneven standards of rights enforcement.
The declaration comes at a time when several European governments are pushing for stricter deportation policies and expanded measures to curb irregular migration. Some countries have also introduced experimental arrangements to process or return migrants outside their own territories.
Supporters of the declaration maintain that it is intended to provide clearer guidance on how migration policies should align with the European Convention on Human Rights, the legal foundation of the continent’s rights framework.
